Due to the Russian Government Edict on Associated Gas Flaring, on January 14, 2009, Victor Kress, the Governor of Tomsk Oblast approved the Minutes of Meeting establishing the regular working group aimed to enhance effectiveness of associated gas use.   Specialists and managers from Tomsk Electronic Company, involved into this type of contracts in Tomsk and Tyumen regions, are also included into this group.

On October 23, 2009, during the meeting on associated gas use Mr. Yemeshev, Vice Governor, requested to hold a workshop on the facilities of Tomsk Electronic Company for researchers and specialists to discuss and evaluate a new technology by Moscow Company GTL. This technology allows transforming the associated gas into liquid motor fuel by means of a special reactor.   The invention patent has been obtained for this technique and equipment.  On November 3, SME TEC held a round table discussion where this technology was recommended for further elaboration.

At the previous meeting on November 6 after studying the pilot model and relevant documents, which had been developed by Scientific Testing Center of Space Industry, city of Peresvet, Moscow Region, the decision was made to perform a feasibility study of this investment project jointly with some oil and gas companies.

After that one can make decision about some specific issues and funding for manufacturing and construction of the pilot unit in one of the oilfields of the region.
